FUBK is governed by its Council, Senate and Congregation — in accordance with the Universities (Miscellaneous Provisions) Act and the Federal University of Birnin Kebbi (Establishment) Order.

Council
The university's governing body. 19 members, chaired by the Pro-Chancellor.
Responsible for policy, finance, appointments, and strategic direction. Meets quarterly and reports to the Federal Ministry of Education.

The supreme academic authority. All professors, deans and senior academic officers.
Responsible for the regulation and organisation of teaching, admission of students, the conduct of examinations, and the award of degrees. Meets monthly during session.

The body of all academic and senior administrative staff.
Advises Council and Senate, elects members to committees, and deliberates on matters of concern to the academic community. Meets at least twice each session.

The Governing Council is constituted under Section 2(1) of the Universities Act. Council members are appointed by the Federal Government of Nigeria and elected from Senate and Congregation.
The Council is accountable, ultimately, to the Visitor and the National Assembly. Its work is supported by five standing committees: Finance & General Purposes, Establishment, Development, Audit & Risk, and Appointments & Promotions.
